Do you need a permit for Meghalaya? The rules for tourists in 2026

The short answer

No. Meghalaya does not require an Inner Line Permit. Carry a photo ID: hotels and homestays register every guest, treks in the East Khasi Hills need a registered local guide, and self-drive rental cars are not allowed. A tourist registration system has been proposed, so check for updates before you travel.

No Inner Line Permit

Unlike Arunachal Pradesh, Nagaland, Mizoram and Manipur, Meghalaya does not ask Indian visitors for an Inner Line Permit. You can drive up from Guwahati to Shillong without any permit.

The rules that do apply

Since mid-2025 the state has tightened a few rules for visitors. As reported in the local press:

  • Hotels and homestays register every guest on the state tourism app, so carry a photo ID for each traveller.
  • Treks in the East Khasi Hills, including the walks to the root bridges, need a registered local guide.
  • Private cars may not be rented out to tourists for self-drive. Travel with a registered taxi or a tour operator's car and driver.

A tourist registration is on the way

The government has announced plans for visitors to register and verify their identity at entry points, starting at Umling on the Guwahati–Shillong road. It was not in force when this guide was written. Check the Meghalaya tourism website or ask us before you travel.

Respect the places you visit

Many villages charge a small entry or parking fee that pays for paths and upkeep. Sacred forests and some village areas have their own rules, such as no picking plants or no plastic; your guide will tell you.
